How to fix 'refusing to access private network host' error when Miniflux uses a proxy with a private IP?

If you've explicitly configured a feed to use a proxy (via ProxyURL or FetchViaProxy) and the proxy's IP is in a private range (e.g., 172.16.0.0/12), Miniflux blocks it because of private network restrictions. Temporary workaround: set the environment variable FETCHER_ALLOW_PRIVATE_NETWORKS=true. This is overly permissive. Track issue #4219 for a targeted fix.
